If the DM so wishes, he can have Omata grant spells as a deity, in such a case Omata is considered a deity with divine rank 1, that grants spells from the Good, Plant and Storm (FRCS) domains.

The mentioned something similar with the arch fiends. :D

Alternatly, some other deity grants the spells and gains the benifits from the worship of Omata.

This has been done in the Forgotten Realms (both Lolth and Tiamat does this. As both grant spells to the clerics of imprisoned or dead gods.)

A third option, would be for the clerics to gain their spells from their faith in omata, rather than from omata himself.

This is just suggestions, but it is a simple way to incorporate the spell granting aspect. In the second of the three cases, the deity(ies) that grant the spells would (probably) be the storm kings.

But the first option, I feel is the better. As it allows more flexibility for dms. :D

Just wanted to add one more option ontop of all of DM's Options :) Sepulchrave for Grazzt did the idea that in his own realm he is Godlike and has a divine rank of 1, with all sorts of associated benefits. Outside of his realm he is considerably weaker ... mortal ... since he has less of a connection to his powersource / portfolio

i like the Paradise of Emerald Rain one amd i think he needs a little more fluff and one more thing were are the lords going to be a tome of horrors 2 or some were else
 




THE GOALS OF OMATA

Paradise of Emerald Rain works fine for me too. :)

OK, next step, the Goals of Omata.
we know that he is interested in eliminating the mind flayer god, and in time possibly becoming a god of psionics. what else can we add? this is open to everyone.

does he have any conflicts with anyone? this could include mortals, outsiders, or gods. this would be not just a mere dislike, but open conflict of some sort.

has he created something or been trying to? a powerful artifact, or maybe a power group or something? maybe establish some sort of relationship with mortals?

what are his other personal goals besides all of this?
 

Well, he should have a strained relationship with the Rain Dragons, as they serve a similar function that he does (bring rain), but are more fickle and bloodthirsty.

I also suggest he has some sort of open conflict with a powerful (but evil) power of storms.

This is just suggestions, of course.
