i think its safe to say they are what ever level they need to be to succeed or fail at x or y.

Belkar is at least 10th level (Ranger with Evasion is 9th, and he has at least one level of Barbarian).

V. is exactly 13th level (number of targets for mass enlarge person).

She also appears to have Greater Manyshot, though to get a third attack as a Rogue she'd need to be level 15. That's feasible, though. Suppose, for example, that she was one level higher than V, and that everyone leveled up during the battle...

You don't add your strength bonus to the damage of a shortbow, only composite bows, with which rogues aren't proficient.

Untrue...from the SRD:

Or she has two attacks and beat all the hobgoblins in the initiative order on the second round.

Unfortunately, as a general rule, Rich has striven to *not* directly indicate the levels or specific abilities of the OotS, in order to allow him some flexibility in narrative.

The Vaarsuvius example is one of the few in which one of the OotS's exact level was made apparent.

She could have been two levels higher than V from the start anyway. There's a reason she's second in command (other than the joke about not stealing from them in their sleep in exchange).
