When does he use that action?
Is it:
1) Always Up
2) Cast first round
3) Cast it some other round
When start an attack or defense.

Even with clone (which wasn't on your spell list provided by the way), you still have to start at your lair, get to my wizards location without a simulacrum (possibly can trade a level 9 wish for this) and you have no magic items now. My wizards have all your magic items now
Speaking of clone. Each of my wizards can have clone as well. Even if you do catch and find a way to kill them good luck! They will respawn with 3 meteor swarms and be able to wreck havoc on you again.
When start an attack or defense.
JC has responded: https://twitter.com/JeremyECrawford/status/937860581180162049That's fine. I'll go the opposite route and assume the text in Xanathar's was a deliberate choice and that it can only mean that they wanted to allow that one to be cast with spell slots. I dunno which way JC will Tweet Rule it. I've been wrong about quite a few, but mostly it seems to me his Tweet Rules don't seem to solely follow RAW quite as strongly as his reputation suggests. Either way, I guess time will tell.
You conveniently left out the bit about a 10 mph wind being enough to blow the cloud of insects away. So the party just needs to include a druid (or some such) that can cast control weather and that will make the staff useless.Insect Cloud ...
Can you please explain to me how this works? What is this "Instant Summons" thing and how has your villain applied it to all his magic items? All Nameless King magic itens is Instant Summons. You don't have any item.
It's so easy to find fat wizards. lolWhen you first see my Wizards? Or are you staying invisible first?

So in this case, I was correct: the Nameless King cannot by RAW use his spell slots to cast the spells he gains through Wood Elf Magic. Therefore, he can only cast pass without trace once per long rest.

Yes, I think in this case it's just you. It makes sense to me. But I will admit that there have been a number of things JC has said (both on Twitter and in the Sage Advice Compendium) that have left me wondering why he didn't just word it that way in the book in the first place.I still don't see how what he's saying can be claimed as anything else than RAI in this instance but that's just me. Oh well.
The Great JC has spoken. Looks like it doesn't work That kind of saddens me. Though I'm not surprised. But I guess it makes our Nameless One fight far easier.

Read Premisses again (Doesn't have Simulacrum? I don't remember you killer him or find him)
3 Meteor Swarm isn't enough to kill Nameless King. You need minium 4. The Simulacrum Distant Dimension Door + Revify + Nameless King Distant Teleport can be useful here.

Nice, Wizards without meteor swarm is easy target.
