I will admit to being wrong in this case. You are right that the Wood Elf Magic feat specifically uses the word "learn", so in that regard, part of Armando's interpretation is wrong (the part where he says the feat doesn't say you learn the spell).BUT Armando's statement is wrong (EXPLICITLY) and jeremy has no good reputation. Wood Elf Magic effective learn that spell.
So yes, in this case, I think Jeremy was not necessarily paying close enough attention to what he was agreeing with.
That all being said, I am still not convinced that the intent behind these feats is to let you cast those spells with spell slots. I would be happy, as a DM, to rule that they work the same as Magic Initiate, insofar as you can cast them with spell slots if you have a spellcasting class for which they are class spells ... however, I acknowledge that I am not the DM in this case, so I will abide by your interpretation until such time as more conclusive clarification is provided one way or another.
Are you sure about that? The simulacrum can't cast wish. It was already used by the CL, and since the Sim is a copy, it's copied with the 9th slot used up. And the Sim will never get spell slots back.
