Is 25+(5 per CL/2) the first range increment or the maximum range??

Spells don't typically have range increments unless a specific spell says otherwise. That would be their max range. I presume that formula was preceded by "Range: Close", right?

Technically, the answer to that question is yes. It's the maximum range, but even at that range, you take no penalties for range increments.

But i couldn't shoot a ray or orb 300ft with a -20 to hit penalty.

No you couldn't because the spell doesn't go that far. It only goes a set distance (ie: 25+ 5 per CL/2)
