Overland Flight and PC Races

So, it seems like Flight has been seperated into two speeds, Combat Flight and Overland Flight. How balanced/unbalanced would it be to give a race Overland Flight of some number but no Combat Flight speed?

Since low speed overland flight is mostly useless I'd allow it. It's not really any more bothersome than eladrin teleport in terms of getting places the PCs shouldn't be able to get too.

With clumsy flight perhaps as an encounter power.

good point with the eladrin teleport, I hadn't even thought of that. Seems like overland flight should be a-ok then. Yeah, I'm giving one of the races of my setting overland of 7 with encounter flight and then another overland of 5 with no encounter flight power (flimsy faerie wings).
