Overpowered Implement?

Correct me if I'm wrong but Glancing over AV 2 i saw a holy symbol named Symbol of Fire and Fury (pg. 30) that applied the equivalent of a hunter's quarry or warlock's curse against a marked target. (more while your bloodied)

So could a Paladin built around picking powers with the divine keyword (namely from divine power, the ardent build) and marking anything he touches easily do striker level damage as a defender that starts with plate and great HP?
B-) Right now I'm thinking of making a character with this Symbol, the background that allows you to have more than one multiclass (for Hunter's Quarry, Oath of Eminity or Warlocks Curse) and probably some righteous rage of tempus cheese! I hope to play as an Eladrin, Dwarf or Githzerai for the respective weapon feats. So..... would it work and Does the symbol do what i think it does? Thanks in advance to anyone and everyone with input! :)

It gives you bonus damage with that holy symbol. So if you were a... let's say cleric|battlemind or an avenger|swordmage, for instance, you could mark an enemy with your persistent mark and then pew-pew with your implement at-wills, but paladins on their own don't have many powers they can really abuse it with.

Edit: ...once you can afford a level 9 item.
 

1.) Striker damage is based around more then their mechanics, it also based around a power selection that does more damage. The notable exceptions are all second tier strikers for almost exclusively this reason.

2.) If you want to play a High Damage Defender, nothing will ever beat Fighter. A standard DPR Fighter can add Wis mod to damage, add it again vs Marked targets, and in some cases can add it a third time. Plus str and all the standard goodies. There are other options, perhaps you'd like to push 2 and knock prone on every attack and, in addition to doing the attacks damage, do strx2+conx2. Beyond that there is a curious fact about the Fighter: his straight damage powers are equal to or not to much worse then a standard melee Strikers. Going back to point 1; a properly built Fighter makes a top tier Striker.

3.) Since the damage is limited to using the Holy Symbol, and Holy Symbols are not Weapons, you miss out on Weapon Focus, Siberys Shards, and half a dozen other things which, combined, are probably worth double the bonus the Holy Symbol is giving you in terms of damage.

TL;DR: No, it isn't overpowered. Indeed, I can honestly say I'd never even look at it for any serious build.
