The option which I'm considering is to allow one parry per attack. So you get the normal iterative attacks, and any bonuses from TWF or Flurry of blows.
The Conan d20 system gives each class a parry bonus and a dodge bonus, and although they use it to set a static DC it was originally in playtesting used for opposed checks (and that is how I use it when I run Conan).
Parry is improved by your STR bonus, dodge by your DEX bonus. Parry can be used against melee attacks only, dodge can be used against melee or ranged attacks but has a -2 penalty if you don't have a clear space next to you.
In the Conan system armour gives DR (unless you make a finesse attack, but that is an additional story! Different meaning entirely!)
In the Conan system you can make as many parries or dodges as you need to in a melee round at no penalty.
