I'm fairly familiar with Planescape, actually, and there's no way to get a god into Sigil. In one of the Finder Wyvernspur books, Finder got into Sigil, but 1) that's not canon, 2) he's barely a god anyway, 3) he did it by dropping all his divine energy and going as a mortal, and 4) he just about got shredded anyway.
The Lady of Pain has a couple vague guidelines for being in Sigil. Don't worship her, don't threaten her city, and no gods allowed. Violations tend to get shredded or mazed (like the maze spell, see, only it's much, much more difficult to escape). Once, a god of portals named Aoskar gained too much influence through in Sigil, and he was killed and his temple got crushed. It's now the Shattered Temple, HQ of the Athar, who believe, basically, that the gods are just really powerful people who don't deserve to be worshipped. The Athar cast divine spells without gods, anyway; they draw on something they call "The Great Unknown."

We could be representatives of a god, though, maybe running an "errand" (of the divine scale) for them. Maybe finding someone or something, maybe negotiating with a faction about the faction's influence on the deity's home plane, or something.
