Penalties for using the wrong hand

I have a curiousity. Let's say you wanted to make a Princess Bride kind of character who uses his wrong (off) hand when he fights. What penalties would you apply for that kind of style?

-4 for nonproficiency?
-10 for full TWF penalties
or just a simple -2 for circumstance.

I think its -4 for off-hand, and only half the strength bonus for damage... looking up the info on the SRD but can't find it... but i'm sure i've read it in the PHB...

Check under ambidexterity

"Without this feat, a character who uses his or her off hand suffers a -4 penalty to attack rolls, ability checks, and skill checks. For example, a right-handed character wielding a weapon with her left hand suffers a -4 penalty to attack rolls with that weapon."

But no penalty to str bonus applied. <---- *sigh* This is incorrect, I spoke too quickly, I double checked and the Glossary of the PHB notes that the half-str bonus penalty applies.

According to the FAQ, your Strength bonus for damage is halved for all off-hand attacks. (The entire Str bonus still applies to your attack roll.)

This is to balance things for TWF, so wielding two small weapons doesn't get more powerful than wielding a two-handed weapon (for 1.5x Str on damage). But if the character is using only one weapon, no matter what hand, that balance consideration doesn't come into play. It'd be perfectly reasonably to let him use his full Strength for those attacks.
