In that context, what fixed exactly means?

No, it's not.

No. "Creature Touched" does not specify a range, so it's not eligible for the feat.

Moreover, the spell must be active on the caster, and "Spells .....cannot be affected by this feat.....whose effects are discharged."

Sanctuary, Protection from Evil, Endure elements, etc. etc.

(Of course, with the creature touched being the caster)

If you'll note, Persistant Spell candidates are spells that can't be cast on another creature (that is, not targeted). That doesn't mean there aren't some interesting ones on the list.

Arcane Sight, Bane, Blink, Detect Evil, Detect Magic, Detect Secret Doors, Detect Thoughts, Detect Undead, Disguise, Divine Favor, Entropic Shield, Leomund's Tiny Hut, Obscuring Mist, etc....and in Epic Levels: even Antilife Shell, Antimagic Field, etc.....

Expeditious Retreat, False Life, Find Traps, Flame Blade, Gust of Wind, Helping Hand, Invisibility, Invisibility Purge, Know Direction, Levitate, Longstrider, Meld Into Stone, .....

Mirror Image, Phantom Steed, Prestidigitation, Produce Flame, Read Magic, See Invisibility, Shield, Speak with Animals, Speak with Plants, Summon Instrument, and Tree Shape?
