Please help me, PHB / DMG only !

OK, so I decided on a straight cleric human. The DM has upped the level to level 8, but I want to use some Exp to make stuff, so he’ll end up level 7. Here we go…

Human Cleric (domains = Magic and Travel) 7
Exp = 26,996 (1,004 less than 8th level)

32 point buy . . .

Str- 14 (16 with gear)
Con- 14
Dex- 14 (16 with gear)
Int 14
Wis 14 + 2 points from levels = 16 (18 with gear)
Cha 10

Feats
Human – Exotic Weapon Proficiency (Bastard Sword)
Level 1 – Combat Expertise
Level 3 – Craft Wondrous Item
Level 6 – Craft Magic Weapons & Armor

HP 10 (first level) + 6*(1D8+2)

Ac
10 + 3 (dex) +8 (armor) = 21, with the shield spell cast, it’s 25

Saves (Base)+(Stat)+(Gear)= [Total]
Fort = 5 + 2 + 2 = 9
Reflex = 2 + 3 + 2 = 7
Will = 5 + 4 + 2 = 11

Skills- (ranks + stat) = [Total]
Survival (3 + 4) = 7
Concentration (10 + 2) = 12
Diplomacy (9+0) = 9
Heal (1+4) = 5
Know (Arcana) (5+2) = 7
Know (History) (1+2) = 3
Know (Religion) (5+2) = 7
Know (Planes) (4+2) = 6
Spellcraft (10+2) = 12
Craft (Alchemy) (7+2) = 9

Gear (cost) * = made
*Periapt of Wisdom +2 (2,000)
*Belt of Strength +2 (2,000)
*Gloves of Dexterity +2 (2,000)
*Cloak of resistance +2 (2,000)
Ring of Protection +1 (2,000)
Wand of shield at caster level 2 (1500)
Composite Longbow (Mighty +3) (600)
Bastard Sword +1 (1,335)
*Celestial Armor (12,550)

Total = 25,985
Starting gold = 27,000
Remaining = 1,015
So here’s the question. Can this guy actually make celestial armor? One part of me says yes, because there is nothing making reference to a minimum caster level. The other side says that it’s +3 armor, so you have to be level 12 to make it. But, the average caster level listed is only 5!

So, what’s up, opinions ??

Thanks guys for the help making this guy. I really like the idea that he has armor under his robe, but nobody can see it. He’s going to pretend that he never wears armor. Sounds like fun role-playing to me !

Here is the celestial armor from the SRD…

Celestial Armor: This bright silver or gold +3 chainmail is so fine and light that it can be worn under normal clothing without betraying its presence. It has a maximum Dexterity bonus of +8, an armor check penalty of –2, and an arcane spell failure chance of 15%. It is considered light armor, weighs 20 pounds, and it allows the wearer to use fly on command (as the spell) once per day.
Faint transmutation [good]; CL 5th; Craft Magic Arms and Armor, creator must be good, fly; Price 22,400 gp; Cost 12,550 gp + 1,004 XP.
