Poison Question

If an enemy applies poison to their weapon (or a trap is poisoned), does the PC get attacked twice?

i.e. If goblin has a dagger & +5 vs. AC, and the poison is +5 vs. Fort, does the blade have to hit first, then the poison or are they mutually exclusive events?

Generally, the attack will say.

The Astral Stalker (MM p.10) does NOT make a secondary attack. You're hit, you're poisoned, period.

The Spined Devil (MM p.66) does need to make a secondary attack to poison a target.

I'm thinking what if I want it to an enemy to add poison from the DMG to their attacks (i.e. if I have a lurker add it to their equipment for a more deadly combo)
 

It's all explained in the Poison section, specifically DMG top of page 51, Poisoned Weapon Attacks.

You first have to hit with the weapon. Then poison is a secondary attack.
