i follow Wulf's advice when playing a barbarian. all power attack all the time.

Same here, I always use some measure of power attack on every hit.

And Darklone, in my group if we figure we can't hit except on a 20, then we'll power attack and expertise all the way. What's to lose?

But the 3.0 Power Attack feat had problems.

Three possible combat scenarios (before using the feat):

case 1) Attacker hits target on 1 or less

I disagree. This attacker might be one of those annoying high-offense/low-defense creatures with reach and even multiple attacks that always hit but can't avoid being struck, leading to a rather boring encounter.

In this case, Spring Attack + Power Attack is your friend, since you minimize the damage you suffer, yet maximize the damage you inflict.

Then again, if monster AC score increase (I really hope they do), then Power Attack 3.5 won't look as strong as it does now.
 

Another factor that may help keep this in check for those who think it is too powerful:
I have read somewhere on these boards that the stat boosting spells will be a flat +4 instead of 1d4+1 similar to d20 modern.
If that is correct and the Empower Spell and Maximize Spell feats remain unchanged they will not be able to affect these spells. That means Bull's Strength is always +4 Strength, and no more. Currently an empowered and maximized Bull's Strength is +7. If the DM allows double empowered spells it is +10.
