Power Attack - usable with Basic Melee or with Powers too?

Hello.

Like the subject line asks: Can you use the POWER ATTACK feat only with a basic melee attack or also with powers?

If POWER ATTACK is usable with ANY melee attack, including all melee powers, Opportunity attacks:

Then does using POWER ATTACK feat along with the Fighter At-Will 'Sure Strike' (with a 2H weapon) give me -

Attack: Strength (+2 -2 = 0) vs AC
Hit: 1[W] + 3

This is ofcourse one example of a feat and power combining for some funky effects. There could be MANY others.

Yup, it works.
It is, however, still terrible. Compare what you get with say (power attack: off), cleave or reaping strike or even a basic attack+braces of mighty striking.

Looks like it works. Given that level appropriate foes generally have AC comparable to your Attack Bonus, the hit penalty will be felt. Damage is also precious too though so the penalty may pay off.

Ofcourse i understand Power Attack + Sure Strike is terrible and dumb - a basic melee attack with a 16 STR character will achieve the same.

I wasnt trying to powergame, i was just using it as an example to clarify a rule.

An example of good use of POWER ATTACK feat with a melee power would include - Ranger's At-Will 'Twin Strike', especially against low AC enemies.

With Weapon Focus, TWF and magical weapons, Twin Strike is deadly.

Twin Strike is the best at-will power in the game right now, from a striker's perspective.
