Power Level of Characters Will Decline

Thus the Note that classes will modify it. Duh. A Fighter might get +3-5 Bab at first level, along with a bonus to his Fort defense.

That would bring the fighter (but not the others) into the sweet spot. That is not good enough. Every character must start at +5 (or some such) or combat at low levels will be a tedious exchange of misses.

(Or they could go the other way around and lower AC for everybody; AC beginning at 5 instead of 10.)
