I don't even think I'd bill it as a +1 Mod. I'd treat it as a +gp enhancement (Like the Skill or Energy Resistance properties for Armor) and set it at +500gp/MaxStr (i.e. a Mighty +5 bow would cost an extra +2500gp and could be used at no penalty for anyone of any strength, but would provide a max of +5 to damage).
I was thinking just twice the cost of the Mighty cost for the max STR allowed by the bow, if we are going by the +1 market modifier is too much thought line. 500GP per mighty point is a costly upcharge for a medium creature, while actually a discount for Huge archers with greatbows. And again you will wind up with someone who outgrows thier bow because the could not afford the cost at the time of making the bow.

Perhaps a few different Properties - that way it will be upgradeable as the need arises. I am just throwing out some random numbers here for example:

Least Composite: +2 > greater than Bow's Current Strength Rating - +1000gp
Lesser Composite: +4 > greater than Bow's Current Strength Rating - +4000gp
Greater Composite: +8 > greater than Bow's Current Strength Rating - +16000gp
Epic Composite: - infinite - +50,000gp

You could buy the initial Masterwork Composite Long Bow (+5) for ~900gp and then add on the initial +1 to make it magical for 2000gp and then Least Composite for 1000gp.

These properties are a little bit expensive, but upgradeable.

Twice the cost for mighty seems quite reasonable to me.

That does not sound bad.
Hmmmm....

Much more affordable and granular, and it seems reasonable for the ability.

Bow of Elvenkind is from Complete Champion I believe.
It is. MIC includes a relic bow that offers the same benefit, though.

Edit: There's also at least one bow in Weapons of Legacy' that adjusts to the wielder's strength (Bow of the Black Archer, or something like that).
