For its own goofiness I guess. It is worded exactly like sorcerer (or wizard) spell research of new and unique spells, and it even has suggestions like "The DM can reserve the right to nix any power involving backwards Time Travel without telling the player." Even the 200 XP is just a conversion of the 1000 GP for the spell research.
 

Yeah, there's lots of goofieness in the SRD, I'll grant you that. For example, did you know that the SRD's Timless Body doesn't put any limits on the manifester acting in ways that don't put an effect on the manifester? Theoretically, a Psion who didn't mind burning lots&lots of PP's who had Psionic Meditation could blast away from 0 range against very nearly all comers until the Psion ran out of Power Points (about nine rounds, with a "vanilla" psion-20 starting with full PP's and spending 20 PP's a round on attacks) - Move Action: Gain Focus. Swift Action: Quickened power of some kind. Standard Action: Timeless Body (doesn't wear off until the end of the Psion's next turn... right where the Psion finishes Manifesting Timeless Body again; could also move the Swift action to after the standard to avoid any gaps at all). The Psion takes no damage (from ANYTHING), is invulnerable to all powers (which includes spells, under transparency; possibly including Anti-Magic Field and the like). How do you get around THAT strategy? AMF? Dispell? Draining PP's? Longer fights? More fights?
