There are no rules for double weapons in 4E (yet, anyway) and most of the double weapons from 3E aren't listed in the new PHB. However, the quarterstaff is always portrayed as a sort of double weapon, more so than a long spear.
I am considering a house rule that states that a quarterstaff counts as wielding a both a primary and off-hand weapon for the purposes of two weapon fighting and feats. The off-hand attack would only deal 1d6 damage.
This would make some cool Robin Hood and Little John options for two weapon rangers. You might even say that rangers can get the full 1d8 damage from their off-hand attack with a quarterstaff and use it for all their two-weapon exploits.
