By definition, enemies and allies don't include the person acting.
Actually, no. You are not your own ally, and creatures that aren't your allies are considered enemies (there is no "neutral" target type). But your enemy is still your enemy, even when he's acting. If a power can target "any enemy", then the enemy it's affecting is a valid target, since he doesn't somehow cease being your enemy out of nowhere.

Also, I feel I should say the word "enemy" a few more times.

Yep, you can force him to attack himself. This is actually a great use of any Dominate powers, if you use them on a solo. Bonus: He made an attack that didn't include your defender as a target, defender gets to enforce his mark.
