I was looking through the DMG and found on page 176 this ruling:
"For a saving throw against a spell or spell-like effect from a magic item, the DC is ALWAYS 10 + the level of spell or effect + the ability bonus of the minimum ability score needed to cast that level of spell"
My questions is this:
Does this ruling include wands, scrolls, etc that is actually made by a PC or NPC, or do they use their own Int/Wis/Chr?
