Quick question - instantaneous Polymorph

What level do you think a spell that is completely identical to Baleful Polymorph, except with a duration of instantenous rather than permanent, should be?

Sixth, since Flesh to Stone works much the same way and is also reversed by Break Enchantment.

I'd go for seventh. Not as useful as poly object (8th), but (to my mind) more dangerous than flesh to stone.
