Quill Burst...Would you let it stack?

Quill Burst, in Complete Divine, makes you fire out quills that hit the enemy. Each quill inflicts a -1 penalty to attack rolls, saves, etc.

Would you let multiple castings of the spell stack, as the penalties seem tied to the number of quills in the opponent?

I know penalties from the same source do not usually stack, but with this particular spell the penalty seems tied in to the number of quills in the opponent...

Urrm... I'd prolly rule they overlap instead of stacking.

The spell may be called "Quill Blast", my house is under construction and I don't have access to my book now, sorry for any confusion...
