I'd think neogi would be good enough, especialy if you can find any 2e spelljammer stuff on them, as they are the defacto slave/crime lords of the setting with their umber hulk bodyguards.
The Dao from the Elemental Plane of Earth have some good slave trade going on. Other than that, Tso should be fun. And there are, of course, plenty of fiends ('specially on the Lawful side) willing to use slaves: armies from Acheron, low-level devils from Baator....
Formians are known as pretty big on the slave trade, too, though that's kind of a 3e thing.
Mind flayers are also a staple race that takes slaves. In fact, they're the only ones who'll conduct (slave) trade with the neogi (and likely the tso as well).

In fact, I could easily see a tense, but lucrative trade relationship between the Illithids and Neogi. Often good and fair, but with loads of backroom/in the shadows conflict.
Basically, what you'd have, is a series of clandestine tradewars and such, that not only makes them being around a hostile environment, but even makes fighting the slavers a chaotic thing, too.
I.E. The PCs are raiding a illithid slaver caravan for various personal ethics, or what not, when a rogue neogi faction arrives to hit the illithids, as well. Talk about into the fire from the frying pan.
