Is there any other place in the PHB where it says this rule? Why is such an important rule about grappling in the Rake description instead of in the Grapple description?

Hard to say. It could be that it was edited out of the regular grappling rules, left in rake accidentally, and then never errata-ed.

Or it could be that it was just left out of there for no good reason and the editing is again to blame.

What I am saying improved grab on a medium creature is not tha strong, weaker than improved grapple really, because of improved grab's limit that the victim has to be a size smaller unless otherwise noted.
