range touch attack

A spellcaster cast a spell that needs a range touch attack to hit, let's say Ray of Frost and the target is in melee fighting with the spellcaster's friend.

I want to know if the spellcaster get the -4 modifier to his attack roll like if he was using a ranged weapon
