Ranged Touch Attacks?

I'm having a brain fart right now. How do I calculate a spellcaster's ranged touch attack modifier? Does Dex apply or Str?

Also, where is this discussed in the PH? I've looked for it but I can't find where it states exactly what goes into a ranged touch attack modifier...

It's a ranged attack, there fore Dex applies.

I don't think ranged touch attacks are any different than regular ranged attacks from the attackers point of view. His modifer is the same whether he has a sling or a ray spell (barring magic item or feat bonuses). Ranged touch attack is special solely because it gets to ignore all AC modifiers except dodge and deflection.

One of the reasons why I liked the 3.0 character sheets is because they broke it down pretty well: Ranged Attack, Melee Attack. That's what you need. The Ranged Touch Attack uses the attacker's Ranged Attack attack and the defender's Touch AC.
