Ranger Atks and Dwarven Weap. Training

I have a player (a lvl 1 Ranger) who is using Careful Attack and Twin Strike. Their stated damage is "Hit: 1[W] damage (melee) or 1[W] ranged", and "1[W] damage per attack", respectively. He has the Dwarven Weapon Training feat, which states "You gain proficiency and a +2 feat bonus to damage rolls with axes and hammers". I'm under the impression that by stating those attacks deal "1[W] damage", that he wouldn't get the +2 feat bonus to damage, or other bonus damage, regardless of source. Is this correct?

You are incorrect. The only thing that isn't added to a power's damage when it says "1[W]" instead of "1[W] + ability" is the ability bonus. All other damage bonuses apply.

Don't read too much into the absence of the attribute bonus on powers like that. All it means is that the attribute bonus isn't added. In all other ways it's just like a [W] + attribute power.
