D&D 5E RAW: Using Hurl Through Hell w/ Eldritch Blast, Chill Touch, Fire Bolt, ... ?

Using rules as written (RAW), for Hurl Through Hell, highlight by me,
[...] when you hit a creature with an attack, you can use this feature [...]
can the PC use cantrips like Eldritch Blast, Chill Touch & Fire Bolt to trigger it? Also what about spells like Scorching Ray? I thought those were considered ranged attack spells thus would satisfy Hurl Through Hell trigger but I may very well be wrong.

Yes. Do not have the quote, but as a general rule if something requires an "Attack roll" it is an "Attack", and can trigger things that require an attack.

I feel like that elf really confused the issue by bringing tactics and house rules in.

RAW, you decide to use HtH after you hit with an attack roll, whether that's a spell or a weapon or a spitwad or whatever. You decide whether or not to use it immediately after you resolve that attack—you can't save it up and hurl the guy later on your turn without hitting him again.

Basically, the decision is made on a per-attack basis at the time you succeed on the attack. You don't have to pre-declare it. So you could hit someone with an EB or SR, decide not to HtH, then hit them with the second blast and hurl them after that. Or you could hit someone, decide not to hurl them, and then miss them with all your other attacks. in which case you lost your chance this turn.
