Frankly, if the real issue is adding a bonus to your ranged touch attack, I'd junk the idea of additional damage from throwing a small ball at the target, and make the Ray Focus into a lens of some kind which helps the spellcaster to focus and aim rays. Enchanting it could provide enhancement bonuses to attack and damage rolls with ray spells, but some weapon enhancements may be inappropriate. Seeking and distance might be okay, returning; returning, holy, flaming burst and speed, probably not.
