Reading perception on monsters?

Hey gang. We had a couple of questions come up about monsters perception and perception checks in our last 2 sessions, so I thought I'd try to get it cleared up here.

My Lev18 Avenger and a swordmage in our group have gotten pretty stealthy, and have skills that let us gain concealment and/or invisibilty. We just started really trying them out.


So say we have a situation where I've rolled for stealth. I've got a 23 in stealth. I roll a 15, so the total is 38. Now according to the monsters stat block, the monster has "perception +14".

So what exactly does this mean? Without actively searching for my now stealthed Avenger, does his Perception +14 go against my stealth roll of 38?

Is the +14 his passive perception? If the monster decides to make an active perception check against me, is it then +14 plus his roll?

I know on the character sheets, Passive Perception is Active Perception +10. How does this work for the monsters?

+14 means the monster will have a passive perception of 24.

If your stealth check is superior you are effectively hidden from that monster.
 

Jbear's got it right. Just sitting around, he won't see you with a passive perception of 24 so long as you roll a 2 or higher; if he's actively hunting you and you roll a 15, he can't find you (he'd need to roll a 24 on a d20!) until you attack or move quickly and reveal yourself.
 

You're hidden if and only if you meed the requirements for becoming hidden when you make your roll.

Keep Out of Sight: If you no longer have any cover or concealment against an enemy, you don’t remain hidden from that enemy. You can’t use another creature as cover to remain hidden.

Keep Quiet: If you speak louder than a whisper or otherwise draw attention to yourself, you don’t remain hidden from any enemy that can hear you.

Keep Still: If you move more than 2 squares during an action, you must make a new Stealth check with a –5 penalty. If you run, the penalty is –10. If any enemy’s passive Perception check beats your check result, you don’t remain hidden from that enemy.

Don’t Attack: If you attack, you don’t remain hidden.

Not Remaining Hidden: If you take an action that causes you not to remain hidden, you retain the benefits of being hidden until you resolve the action. You can’t become hidden again as part of that same action.
