Yep! There's even a real world example in Britain that's similar. This is how I remember it from a medieval studies course in college:
Pendleton Hill. It's somewhere on the Welsh border. "Pen" is a variant of "ben" meaning mountain or hill. Along come the next wave of conquerers, who ask what it's called. The natives say "hill", but it comes out "pen." The conquerors add "dol", a variant of "tol" upon it. Thus Pen Dol. Along come the Saxons, who ask what it's called and found a village, turning Pendol into Pendle Town. I think you can figure out the rest.
