Once again I must apologize for the delay. Okay, you guys make your stuff. Just ask away. I am kind of spinning my wheels trying to make everything perfect. We will play it by ear for now. If it works, fine. If not, it can be changed.

I have some questions for you.

In which way does dexterity influence the rate of industrial growth/xp gain? By giving a bonus to a skill or otherwise? Do any of the ability scores give bonuses to skills, and in that case do the bonuses reflect dnd?

How do we allocate our 10 points/level? Can HD and skill/lvl be bought only at the first level or do we have to spend points on it every level? I assume we have to pay for saves and bab at every new level.

Yes, its just like D20. So, each turn I will roll 1d20 + ranks in Production + Dex Bonus + any misc and compare it to the DC. The DC is set by how hard you want to push production.

You buy everything at every level. You get 10 more points each level. There are no classes so you could buy more or less HD if you want. Also with save and skills. Or, you could just buy everything the same.

Improvements to the ability scores too? At a cost of 0.5 points per 1 point of improvement?

Are we limited to a range of ability scores of 8-18 at 1st level? Do the maximum skill-ranks = lvl+3?

You mentioned exports and consumer-goods (cars, toys, food, etc) in your first post. Do our human populations have a set level of needs for such items that we have to allocate production to fill, and if we are unable to produce it ourselves are we required to import the items if we wish to maintain our human populations?

Does the Production [Dex] (...) skill only affect the produstion of consumer-goods, or does it include military hardware? If that is the case we may need a few more set categories of goods; (Light Guns), (Heavy Guns), (Armoured Vehicles), (Personell/small robotic- armour) (Air-craft), (Space-craft), (Engines), (Chemical and Biological Weapons), (Strategic Nuclear weapons), (Tactical Nuclear weapons) etc.

Alternatively, you could use the same list as for Research [Int], which would probably be a more elegant solution:
(Some examples: Weapons, Armor, Biotech, Transportation, Computers, Robots, Communications.)

Combat skills are a special case. They cost 3 skill points for 1 rank. I am going to deviate a little from BESM and say that Strength is the relevant ability for them. When you attack you will roll your skill+str bonus+BAB+any misc. The AC to beat is the targets roll of skill+str bonus+defense bonus+any misc. The skills are:
Land Attack
Air Attack
Sea Attack
Space Attack
Land Defense
Air Defense
Sea Defense
Space Defense

Why would you ever put points into a Combat skill when you can spend those same 3 points to get a +1 BAB on all attacks or 2 points for a +1 to AC?
