Refocus as a move action?

I find the idea of making refocusing a move action strangely appealing. Does this admit of obvious abuse, or allow characters to do more in less time than they ought to?

There is a feat that turns the regaining of a psionic focus into a move action from a full-round action. That may be what's tickling your memory.

AFAIK, there are no feats that have anything to do with refocus. I think the 3.0 phb itself said that it's usually a better idea to delay(or was it hold?ready?) anyway.
 


One abuse:

At the end of the round: Attack, refocus
At the beginning of the next round: Attack

The opponent never gets a chance to hit between the attacks.
Essentially you get two attacks in the span of time you would normally get only one. More problematic for PCs at low levels when characters have only one attack, but there are a number of creatures that could benefit from this over a wide range of levels.
 

Refocus wasn't truly intended to be like any other action. Rather, it is a way to lessen someone's penalty for skipping his turn when he doesn't know what to do. When you have absolutely no idea of which action to take this round, instead of merely "skip my turn", choose to refocus which means you still lose your turn but at least you get some Init increase to partially compensate.

Indeed, you should never refocus unless you're the last one in the round. If you're not the last one, it's straight better to delay instead. In case you still haven't decided what to do after delaying down to last in the round, you can refocus and "appear" in the next round at higher initiative.

Note that refocusing is quite the same as delaying into the next round, and in fact it was removed by 3.5, and the delay limit was removed as well. Don't think of refocusing and delaying as specific actions, because their original meaning was to "just wait".
