Remove a class level to later gain a class level

Oh, I never advocated just allowing him to swap levels around - if you lose a level, it's just like you were ability drained. You lose the level plus all it's attendant benefits, and your character level goes down by one.

The benefit is that since you're not trying to stay at the top of your game in multiple fields at once, you can gain that level back in a different class quicker than you would be able to gain a new level on top of what you have.

Well, I think that is catering and pampering a player too much. I tend to have a rule in gaming, as well as in life, and it's called: Tough S**t. Seriously, I mean, if your pal "wasted" five levels on Bard, then... (insert rule name here).
The Bard-Wizard should be happy to have some diversity to the character. Who knows when the Bard Abilities will be called upon in action?

Anyway, I am not saying to not allow it. After all, it is your game. But, you did ask, What do you think?
And in rebuttal, I offered one of life's golden rules. :D
