Is it just me or is the text on retraining and replacing powers from the PHB confusing?
"Power: You can replace a power with another
power of the same type (at-will attack power, encounter
attack power, daily attack power, or utility power),
of the same level or lower, and from the same class—a
5th-level attack power for another 5th-level attack
power, for example, or a 22nd-level utility power for a
different 22nd-level utility power."
PHB p. 28
Is this something different from replacing powers at certain level-ups, as specified by the Character Advancement table?
"39,000 13th — replace 1 encounter attack power 8 2/4*/3/4"
(PHB p. 29)
Let's say I have a lvl 2 cleric with 2/1/1/1 powers. The cleric hits level three and gains 1 encounter attack power. So now the cleric knows 1 3rd-level encounter attack power and one 1st-level encounter attack power. That 1st-level power may be different than what the cleric had at lvl 1 (started with Divine Glow but "retrained" it to Cause Fear, for example).
Now the cleric is lvl 12 and hits lvl 13. If I'm understanding this correctly: instead of swapping Cause Fear back to Divine Glow, the cleric can replace the 1st-level entirely with a 13th-level encounter power, like Mantle of Glory.
The cleric now would have a 13th-level, a 7th-level, and a 3rd-level encounter power, and potentially different 7th- and 3rd-level powers than were initially chosen.
Sorry if this seems remedial but I was really confused. I think it makes sense now that I've typed it all out.
Correct me if I'm wrong.
I really, really wish the PHB had walked some characters (at least one!) from 1st- to 30th-level as an example.
