The were both dog like and scaley in the 1E MM illo and maybe the moldvay basic. 2E MM had the kobold illo be more rat like. 3E favored the reptilian, making them more of subterrainian skinks [see warhammer]. Though the Poison dusk lizardfolk are far more a closer match for thr WH skink. When Meepo's popularity took off, that basicly cemented the kobild reptile/dragonspawn angle.Somewhere along the way, there was an art error, and they've been reptilian ever since
