Rifts D20, what would you use?

OK, I'm gearing up to do a conversion/homage to Rifts, using the D20 system(I say homage because I know there's gonna be some new stuff and some stuff from the original that I throw away).

What would you use? I'm gonna start with a base of D20 Modern, but what else should I use? I don't have Urban Arcana yet, wasn't sure if I needed to pick it up; I've got a lot of 3rd party stuff for D&D though.

Any help would be appreciated.

If you do, don't publish it anywhere.

I can't think of anything that would work. Perhaps parts of D20 Modern, Mecha Crusade, etc. The magic and psionics system you're going to have to make up from scratch, unless you just want to keep the Rifts name and nothing else.

I wasn't planning on publishing it anywhere; I wanted to run a game with it!

I was basically gonna keep the Rifts name and setting, and that's about it; some of the classes are gonna be made into PrCs and Advanced Classes; I was already planning on using the mecha sourcebook from DP9 for Glitterboys and the like.

In a rifts world you can use anything and everything.

Psionics from the srd/psihandbook

Monsters from anywhere, particularly outsiders

Any class

Multiple systems of magic, D&D, Everquest, Wheel of Time, all side by side.

Any race

There are a bunch of d20 mecha stuff you could use for glitterboys et al.

Keep the countries and politics, but ditch the Rifts classes and systems and use d20 ones straight.

Perhaps dragonstar would be useful for mixing super sci and magic.

Four color to fantasy modern might be appropriate to add in.

That +9 sword of copyright-ogre slaying might help.

Maybe.
Naw, you've gotta use "drawmij" spells and a sword forged by Rob Kuntz. Only ineffectuality may fight off ineffectuality.

I'd just mix and match, but I want things to have a semblance of order; certainly I'm gonna keep working on NPCs, throwing in monsters from everywhere, and all that fine stuff, but I want to have a good basis to build upon, otherwise it's all for naught; I might as well be playing original Rifts with the hideous mishmash of stuff I've got going.

Hmmm. It depends on how comfortable you feel on going out on the edge with your d20 rules.

If you are a d20 fu-master, d20 BESM addresses d20 Modern's basic classes and will go a looooong way to covering all the ground you need at the the scale you need it. (it comes with a mecha construction system as well.)

If you perfer to play it safe ...
d20M Gamma World
Darwin's World 2 (d20 Modern)
Mecha Crusade (d20 Modern mini game in Polyhedron)
Redline (generic d20)
and then pick and choose the rules you like among those products. And since d20 Modern has a very toolkit approach to it's critters, you can pretty much do them from scratch, though GW just came out with a twisted monster book.

And you can still use d20 Mecha and d20 Mech Compendium from Guardians of Order and Dream Pod 9 since it is a meta system that tacks on top of your d20 goodness.

To create Rifts D20, just take every single book every published by anyone under OGL, add together, and let players choose from between every single feat, skill, class, PrC, race, etc., ever written...
