It was part of the Races & Classes preview info we got from Kunadam over on the WotC boards. Eladrin have the ability to step into the Feywild briefly thus making a short range teleport. People are assuming that's what this power does.

Michele Carter, I believe, also mentioned using an Eladrin movement power (without specifics) in one of her blogs.

Yeah, the wizard was looking through a grate, then the goblins left his line-of-sight, and he teleported down behind them. I bet it's just a 20 foot "go somewhere you can see" with a limited number of uses per encounter (or even day).

Also, I wonder if "spells" == per encounter powers, and "rituals" == per day powers? He says he needs to find more rituals (which sounds like a pre-4e wizard finding new spells) to increase his versatility; ISTR getting the impression from earlier comments that wizards' per day powers were likely to be "utility spells" & the like, rather than blast powers.

OTOH, who knows? :)

We do know that "per day" powers are different things from rituals, based on the scoops from the races & classes book. Per day powers were described as the most powerful effects in the game, while rituals were described as noncombat powers like divinations and item creation.

However, we don't know how rituals are used, or whether there are limits on how often wizards can use them.

I am glad to hear that rituals are learned from outside sources, not just gained by going up levels. Seeking out new spells can be an interesting part of playing wizards, as long as the DM isn't stingy. It would also possibly allow a GM to restrict certain effects that he doesn't want in his game, like teleportation.
 

I've been thinking that the Eladrin teleport would look like the Anklet of Translocation from the MIC:

2xday, Teleport 10 feet to a space within line of sight.

Flashy, but not overwhelming.

In the first paragraph of the blog, he discusses powers and spells separately, and mentions Magic Missile as a spell. I think rituals are something different altogether (or a sub-category of spells.)

I know that ice spells in World of Warcraft have slow effects attached to them.

Ray of Frost, no. But there are some ice spells in the Spell Compendium which, in addition to cold damage, do dex damage, which is intended to be a similar intention.
