rogue substitution levels?

One of the groups that I am DMing had an encounter with the deck of many things last night. I used the variant posted on the Wizards web site that coincided with the PHBII, and the rogue character actually drew (twice) the Rogue card, which requires that he retrain two levels of rogue into substitution levels or a PrC. I cannot find, for the life of me, where these are. He is a whisper gnome, and the only substitution levels that I've found so far are racial substitutions. Are there any generic substitution levels out there, or at least something that isn't a halfling rogue substitution level?

Here's the WotC Character Class Index. It has every class listed for you released by Wizards.

Now, whilst on this page, press ctrl+f. This will prompt you to find words, such as "rogue".

Type in "rogue".

Go through the selections, and find out any rogue substituition levels.

There is a variant in UA where the rogue drops sneak attack and picks up the fighter feat progression.

Not exactly a substitution level but it is fun.

Races of Eberron

There's a gnome racial substitution section in Races of Eberron; I don't know if it would work for whisper gnomes.
