Yes, Rules Compendium changed the rule. It was a standard action, post-RC it became a swift action. Rules Compendium changed several rules that had been in effect since the edition first came out. And when it didn't blatantly alter the rules, it was paying for erratta. For these reasons, I despise the RC, possibly even worse than Complete Psionic.
You can get one, but it's insanely expensive. Also, your sneak attack would not deal additional negative levels. At best, it would deal negative energy damage to the target's hp. At worst (and the RAW interpretation, as far as I know), it would do nothing because the spell is not actually hp or ability "damage."
