I'm still not a fan of the SR rules, and with the ever increasing number of spells that ignore SR, the time for SR (and thus Spell Penetration) to leave has come.

Precise Shot

Because taking a feat to avoid a penalty is okay in the Little Leagues, but it is teh suck once you move up to this register.

I don't agree. It's hardly in the same class as Track, Improved Unarmed Strike or Weapon Specialisation et al. It makes sense for any melee char who decides to take up dual wielding.

A) And how is this automatically twinky munchkin behaviour? If the rogue wants to carve 'em up with a falchion, more power to him I say, he has to multiclass or blow the feat to do it anyway! At any rate, in 3.0 the only use for Power Attack was as a prerequisite for Cleave.

B) The whole point of a melee fighter is to be strong, so the Str 13 is irrelevant.

B+C) D&D rewards the person who takes the risk by going toe to toe with the enemy, that's why its easier to hurt the enemy with close combat than a bow.

As THE main combat feat, and with glorified class features like Two Weapon Fighting and Weapon Finesse still around, I can't see how anyone is voting for Power Attack.
 

Spell Penetration.

Should be more of a bonus, say +3 or +4. [Yes, I know Greater Spell Penetration exists. That too, should be a greater bonus]
 

TWF as a class feature, heh? Then it should be a class feature for rogues, monks, rangers, fighters, druids, bards, clerics, and a racial trait for elves, gnomes and halflings.

Nah. Precise Shot is the least useful of the remaining feats.
