While I have seen people take the latter, I've never, ever, ever seen it come up in a game. It just is a worthless choice for a feat.

Without this feat, one cannot make AoO before your initiative. Fighters usually suck at init. So, a fighter without this feat is asking to have the monsters rush right by him and attack the weaker party members.

I'm going to continue basing my vote on feats that I have never seen people actually take:

Shield Proficiency
Martial Weapon Proficiency

I have. My chainfighter uses it - to great effect. It is not a feat for everyone, but it is far from useless, let me tell you.
