RS2: The Tokyo Problem (Velmont Judging)

I reread blindsense last night, and while it allows you to pinpoint your surroundsing and make you immune to obscure effects (unless they specifically obscure your blindsense) it does have to have a line of effect. I.E. while you can "see" in the dark shaft you can't sense through the walls.
Just to recap, Scouts blindsight is:

Super senses [Mutant](Variable pp/rank + 6 pp = 10 pp)
Blindsight [Mental] (4 ranks)
Power Feat: Acute (1)
Power Feat: Accurate (2)
Power Feat: Innate (1)
Power Feat: Radius (1)
Power Feat: Subtle (1)


My understanding was that since Scout's blindsight is a mental sense, it is only blocked by something that blocks mental senses. What exactly blocks mental senses is not really well defined in the rules, and so is really up to the GM (in this case you).
Nonetheless I would like to mention a few points:
- My intent with Scout's blindsight was that it was very effective at close range, i.e. she can perceive things as well as with normal sight, she could see through walls unless they were specifically designed to counter this, etc.
- I have spent 10 pts on her blindsight (rather than just 4) to try and gain this effect
- The acute should allow her to perceive details
- Accurate and radius are normally included in blindsight (Steve Kensons rulings on Accurate and Radiusspecific to blindsight), however I have paid for them again, basically following Steve Kenson's guidelines for a ranged tactile sense but applied to blindsight, specifically to allow Scout to see through walls.

Of course in the end it is your call, however I just wanted to bring the above details to your attention.[/sblock]

Whilst Scouts hand remains on Marie's shoulder momentarily, the two of them suddenly dissapear, only to reappear on the ladder on the other side of the lift shaft.

(OOC: Yipes! But when I quote it or edit it, I see the whole thing. Weird. Anyway, it's not noticable as a power, though it is noticable that she is talking in a convincing way (so Subtlex1 but not Subtlex2). )
 

Scout and Marie continue up the shaft, teleporting between ladders as necessary. With her blindsense, Scout detects nothing unusual.

The guard paying attention to Sierra gets an odd lovey-dovey expression on his face, while the other turns to regard Archeville. <<Then you'll place your hands on the wall where we can see them, kajui! he glances at Sierra with a snear as a loud crashing noise emenates from further in the city , <<Tell your witch to get rid of the other one as well. >>

Itchawa's fears. At first Gus sees himself, grinning...but it blurs. Newspapers with the words "UN Approves Resolution" "Rocky taken down in Switzerland." "Dr. Archeville prunes the Green Thumb" the images blur and images of the japanese supers blur by.

[SBLOCK=OOC] Will Sense Motive or anything else help with this other guard to notice that he is unusually powerful/willful--it seems obvious to me in the metagame that he is not just a throwaway normal human mook guy like the other one because he has resisted Diplomacy and Emotion Control a few times in a row, but I just want to make sure Sierra would know. If she wouldn't, she'll keep trying the Subtle Emotion Control on him until it works.[/SBLOCK]

(OOC: So actually, I looked again when I was checking her Diplomacy (+21), and it is actually Subtlex2. The words and speaking are still required, so you can tell that she is talking, but it is totally indistinguishable from normal speech)
