Rules for Scaling Psionic Powers?

I'm not sure if the House Rules forum is the right place for this question, but I'm pretty sure that sometime within the last couple years I found some good rules for scaling psionic powers, and I thought they were from Monte Cook or Bruce Cordell. Not sure if they were online or in a book. If I remember correctly, they featured spending more power points to get more damage dice. I even remember this neat little chart. I just can't find that chart again.

The rule is originally from a website somewhere, and first saw print in If Thoughts Could Kill (where Bruce did credit said website, but I can't recall what it was). Basically, pay one more PP for one more die of damage, to a maximum of either one die per level or one less than that (can't recall which) as well as a maximum of +5 dice. This extra cost is separate from metamagic costs, so a 12th level psion could manifest a Maximized (+6 PP) Wildfire (5 PP base) with an additional five dice of damage (+5 PP).

I also think there's some stuff that prevents it from working on continuous damage-stuff (e.g. bioelectricity), but I'm not sure.
 


the key to new psionics that Dm's throw about is hp damage to player to use,and or relative scaling of -1,-2,-4,-5 to make psionic and still hp damage just for trying

the only reason excessive psionics should take place is for a temporary psionist to have the ability for say 1 level,or some cache of strange items that cast psionic powers

if you want more damage for level or difficulty reasons take away hp for making the psionic attack
