Quite a few ban RPGs or anything associated with violence, though if anyone read that NYT article about the D&D game on death row if you can get it past the people inside really appreciate them.
Oh yes, there are definitely prisoners who love RPGs and could really use them. For entertainment and therapeutically. They've absolutely got rehabilitative value. But prisons in general are run in a much more punitive fashion than rehabilitative, and the folks running them tend to be authoritarian, repressive, and suspicious.

I volunteered writing holiday cards to non-violent prisoners a few years ago. Wrote and hand-inscribed dozens, trying to give messages of hope and positivity. At least half were returned by the prisons as unacceptable for arbitrary reasons. That after we made a specific point of looking up the restrictions/rules on cards (stuff like no glitter) to make sure we didn't violate rules.
