Yeah. Crap.

Okay, next guess: it's an editing mistake. The original creator of the feat wrote "range," meaning the maximum distance. Some overzealous copy editor probably saw that word, thought it was a misstatement of "range increment", and changed the text without considering the impact on game balance.

That's my story and I'm sticking to it.

This was my first thought as well. However, there is an example given in which an orc is thrown 170 feet taking 8d6 damage. It doesn't appear to be an editing mistake.

Hm... Would Human be a Simple or a Martial Weapon? Planetouched surely are Exotic Weapons, and you need an Exotic Weapon Proficiency for each kind of Planetouched (they have all different handles, like horns and wings) :)

As well as the -20 to the creatures grapple check to be able to make the throw in the first place. (as it also mentions in the feat)

Why are folk concerned about giants? They don't have the improved grab feat and only Cloud/Storm giants could ever qualify for the feat with their Huge size.

If I were a giant I wouldn't ever throw a boulder again. Instead I am going to have a special bandolier made from which I can quickdraw bound and gagged humans. They are a much more efficient damage source and have a longer range.

Of course all feeble attempts at humor aside, as pointed out by a previous poster, giants can't take the feat. Good catch. However, the discussion isn't really predicated on giants taking this feat. The problem still exists whether the feat is applied to a monstrous scorpion or any other creature.
