Scaling templates?

Someone (Sean Reynolds? Monte Cook? WOTC?) posted on their website level scales for different templates. The idea being that, while all those bells and whistles are great at third level, by the time you reach twentieth level, they're just sucking up levels you could use for more powerful class abilities.

Unfortunately, I don't know where to look and I don't know what phrases to use to look with, anyway...

So, if anyone knows what I'm talking about, and knows where to find it, I'd appreciate it!

Okay, did more digging. It wasn't scaling level adjustments, it was scaling CRs for templates:

Its called Savage Progressions by Sean. There are several of them, I just copied and pasted the one I had book marked.

Nope. Those are offshoots of the Savage Species book.

The stuff I was remembering was dealing with the decreasing value of templates as levels progress. It was brought up by the fact that, in the forthcoming Unearthed Arcana, there will be a rule (optional, of course) that people who take templates (e.g., half-dragons) and/or ECL races (e.g., tieflings) can buy off a level of LA every three levels, using XP. Thus, making it easier to get to higher levels, allowing one to get to higher levels under the core rules, and getting more XP from encounters (since your ECL is lower).
