I'm pretty sure it is a made up word. The only references I can find are to fiction writing mostly by Robert Silverberg and Steven Erickson.

It doesn't have any real-word historical meaning that I can find, at least in English.

It is used in the DMG 4th edition, in the fallcrest town, the tower description, number 22 or so..

Septarch - one of seven rulers

it apparently relates to the seven kingdoms of Anglo-saxon England - Northumbria, Mercia, East Anglia, Essex, Kent, Sussex and Wessex (got those on a wikipedia search via google)

(your dictionary might have it as Heptarch - but then maybe not)
