Yeah, I have a lot of doubt that someone can make a 5E/Shadowdark/Daggerheart product that won't just feel like a 5E product, not without a lot more staff with demonstrated expertise in each system.Yes, I think so, but I'm going to check the preview when I get home.

No no, it's all done by city ward, not the city entire. Ther are like 10 city wards. I'm quite sold on the general format of the mechanic, but I'm entirely unsure of the exact implementation. I will be tying it to a basic reputation mechanic, also done by ward.I like the idea, but it might be easier to just go with a Grand Theft Auto-style system and have escalating amounts of trouble. Maybe make it a d6 system, where they have to roll above their current alert level to avoid an encounter, and make the levels 1 through 5.
And, like you've got it, the maximum level determines what the encounter is. If the entire city is out looking for you, the PCs are not going to be worrying about a pickpocket.
